Units
Building New Units (Soviets Only)
The Axis player cannot build new units. Any new units are from reinforcements.
There are a number of rules in place at the start of the 1941 Grand Campaign.
From June 1941 until the end of October 1941, the admin cost AP for building new Soviet on map units (to include fortified region units,) is four times the normal build costs. For Example, in August 1941 a Rifle Division would cost 40 AP to create and a fortified region unit would cost 16 AP. The cost to create a Soviet support unit is always one AP.
Soviet Rifle, Motorized and Tank divisions that are destroyed prior to November 1941 will be added to the reinforcement schedule to re-enter as empty or nearly empty units after a certain number of turns with placement on the eastern part of the map per section 18.1.1 regarding previously destroyed units.
Soviet Rifle and Motorized divisions will return as Rifle divisions from 4 to 27 turns after being destroyed. Soviet Tank divisions will return as Soviet Tank brigades eleven turns after being destroyed. In addition, routed Soviet Tank Divisions that rally prior to September 1941 have a twenty percent chance of being automatically disbanded and returned as reinforcement Tank brigades eleven turns later.
At the start of the 1941 Grand Campaign there are so many new units arriving as 'cadres' that all the manpower will be used refitting these Divisions. It is not until January 1942 that the stream of reinforcements decline.
The Soviet players initial unit building may be just support units. Building SUs always costs 1 AP. Due to the Soviets poor construction value most players build 3 RR construction brigades per Army to help attached Divisions build fortifications.
The player may also build a fortified region, they are ok for building fortifications behind the lines. Especially near cities where the civilian population can assist.
A surprising amount of Soviet artillery SUs become unready and shatter after repeated lost battles. The player may need to replace losses sometime before the First Winter.
In October 1941 that the cost of building new units comes down four times. A recent patch V1.03 Beta 2 – January 21, 2011 increased the AP cost for creating Soviet Rifle Divisions and Cavalry Divisions to 20 before May-1942.
As the game progresses the Soviet player will progressively build mainly Rifle Divisions and mobile forces. Later in the game on map artillery units become available. They should be built to damage and disrupt the enemy.
The Soviet player should always be aware of the manpower and armaments pool.
Another point is eventually you may find building new on map units pointless. Only 3 units are allowed in a hex, there are only so many troops you can use in a 'Human Wave'.
Reinforcements and Replacements
Disbanding Units
During the game it may become necessary to disband a unit to recover devices and manpower. To disband a unit costs 1 AP. The devices go back to the production pool and the manpower goes back to the manpower pool.
Axis Disbands
The Axis disbands are mainly carried out in the late war. They would typically be disbanding Security and FBD's and airbases once the Soviet's are at the Polish border.

Soviet Disbands
The Soviets start the 1941 Grand Campaign with a number of units which the player might be wise to disband.
First the Soviets have 83 Corps HQ's (excluding 5 Airborne) which are going to be phased out and disbanded. The player can disband these early to recover the manpower. An investment of 83 AP might not be wise though when they begin disbanding en masse at turn 5. The player will have to monitor the manpower pool and decide for himself.
SAD Airbases may also be disbanded. The player has 28 of these. Some may be found not to be needed. They each contain at 100% TOE 5000 men and roughly 300-700 vehicles. These airbases are disbanded from February 1942 normally. The player has to decide whether the manpower gain is worth the AP expenditure or whether he would rather use them as bomber bases. With the early war Axis air superiority, I am inclined to disband them.
Anti-Tank Brigades. The Soviets have 8 of these. They can be disbanded. They each contain approx 3000 men. They are not suitable defending against blitzkrieg tactics, and have too low a construction value to take a place in the line of a defence in depth. They each take 1 command point and can easily shatter when attacked.
Motorcycle Regiment support unit. The Soviets have 25 of these. They are a weak support unit and also contain around 70-100 vehicles. The only use I can think of for them is to be committed to a defence of an urban hex were they could be amongst the maximum 18 su's committed. So if your opponent is close to Moscow/Leningrad they may be useful.
Sapper Battalion. The Soviets have 32 of these. They are a weak support unit, and the sappers can be recycled into the Rifle Divisions.
Security Regiments. The Soviets have 37 of these. They can be used to cheaply block the Finnish No Attack Line. If the player considers this 'gamey' then there may be a surplus. They could then be disbanded.
